I thought exactly the same thing.
It was more a result of the GWS player leading with her head when picking up the ball, something kids are taught not to do from their first year in Auskick...
Tom Lynch (Ade) used to do the same, which would lead to free kicks and injuring himself half the time. No player was ever punished for Tom putting himself in danger. He had to learn how not to go in head first.
