A: Because the TV show hasn't started yet and like any business need to start promoting an already scheduled event to begin selling tickets.

B: What's the point of WWE even having a PPV if they're just gonna do every PPV matchup on their TV show every single week for 3 months on repeat prior to the event anyway?
