“You have a right to apply to bear arms for personal defence or recreation but this is subject to limitation by what federal and state law deems reasonable. In general this will limit use to non automatic handguns and rifles. There will be a permit system administered by the government”

We dont live in tribes anymore, we dont fight wild animals for food, we dont have to defend from other invading villages, we are meant to be in a civilized society yet we still feel the need to carry around a club thats bigger and better than our neighbours.
It's not about that, it's about the threat of tyranny and the citizenry having the means to defend themselves from a corrupt government.

No, that would take most of the entire population to be armed and working in unison, which would never happen. If there was an uprising it would be group(s) of isolated militia who could be identified and targeted.
