The IOC decision to reallocate medals even down to 9th place is a sham - For a start not every athlete is drug tested after a final - I believe it's standard for the first three placings and maybe one or two others chosen at random - So there is a possibility that after retests, new medal winners have never been drug-tested - What a stupid system.

Finally with the retests we have no information on - Are all samples being retested ? Are certain countries being targeted ? Far too many unanswered questions for my liking.

Add to that, that with at least one of the Olympics (Sochi?) samples of "hot" russian athletes were swapped through the mouse hole.

Yep, the process is not yet full coverage. I guess the angle is that once we get down to 9th and below, the "hope" is that there is a higher chance of an athlete being cleaner - but then when we enter the space of Blackcat's "the whole pelaton was doping" rebuttal scenario.

And that may be closer to the truth too.

We do need an overhaul - WADA have been campaigning heavily for that recently, but who is going to champion (and more importantly) fund it?

Governments aren't jumping forward to offer funding support (although there are now some token legal offerings, in beginning to legislate doping charges for support staff, coaches - including Russia).

The Sports bodies aren't interested in coughing up some of their revenues to expand the programs. They also appear to lacking in committment to fully cleanup their sports - plenty of whining going on, but it's not translating into actions.
 
I think this would have to have been planned for a little while, can't see a quick, reactive decision having been made so close to the event.

An interesting angle on "athlete safety". Russians appear a little non-plussed about it and may seek compensation. Who could they successfully sue, the IBSF or their own Sports Ministry?

Sochi loses right to host bobsleigh & skeleton World Championships

The International Bobsleigh and Skeleton Federation (IBSF) said it would not be "prudent" to hold the championships in Russia, a country accused of state-sponsored doping.

A report on 9 December claimed more than 1,000 Russians benefited from a doping cover-up between 2011 and 2015.

A new host city will be named for the February event in the forthcoming days.

According to Russia's RIA news agency, Kremlin spokesman Dmitry Peskov said the decision to strip Sochi of the championships was "politicised and without grounds".

The executive committee of the IBSF said it had made the decision because it wanted to focus on sport rather than accusations.

"On a practical level, many teams were worried about the evidence that Russian laboratories had been opening tamper-proof bottles," said the figure, who did not want to be named.

"If they have opened these bottles to help their athletes, what is to stop them also opening them to tamper with samples from any athlete in the competition?"

The BBC has been told that a number of members of the British team had already said they were unwilling to take part in the Sochi Games, while team sponsors were also reluctant to have their name associated with the event.

Interestingly, what is the dispute/escalation process in an example like this - there isn't one?

There were certainly a few crying out to have ASADA sidelined at different times, both before the AFL Tribunal and after. Imagine how a "straight to CAS" run after the AFL panto?

Lausanne, 13 March 2017 – The Court of Arbitration for Sport (CAS) has issued its decision in the arbitration procedure between the International Association of Athletics Federation (IAAF), the Russian Athletics Federation (RusAF) and Dr Sergei Portugalov, a Russian medical doctor who advised athletes affiliated to RusAF.

On the basis of clear evidence, Dr Portugalov is found to have violated the following articles of the IAAF Anti-Doping and Medical Rules: Article 32.2(f) [“Possession of a Prohibited Substance or Prohibited Method”], Article 32.2(g) [“Trafficking or Attempted Trafficking in any Prohibited Substance or Prohibited Method”] and Article 32.2(h) [“Administration or Attempted Administration of a Prohibited Substance or Prohibited Method”].

As a consequence, a lifetime period of ineligibility, beginning on 10 March 2017, has been imposed on Dr Portugalov.

The CAS acted as first instance decision-making authority for this matter, substituting for RusAF, which was suspended at the time the matter was ready to be adjudicated (and which remains
suspended).

There are some bans trickling through, from from saved sample testing though. Part of the challenge with the systematic doping regime run by the Russians, was that the saved samples have been swapped, altered, or the athletes micro-managed with non-detectable or low detectable doses and substances - and other tricks like access denied for out of comp tests (athletes on military bases), etc.

So as Muggs says, very few athletes have individually been banned.

Now, you might have thought that the team level exclusion might have raised the ire of any innocent Russian athletes, but nothing to the point of violance.

Insread we look to the UK for that lead. A difficult scenario to broach and work through at times, but not worthy of the act:

" Champion British fell runner Lauren Jeska was sentenced today at Birmingham Crown Court to 18 years in jail for the attempted murder of UK Athletics official Ralph Knibbs in March 2016.

Jeska is a transgender athlete who was born a man but competed and won national titles as a woman. At the time of the attack, she was facing scrutiny for not providing proper evidence of her hormone levels and whether or not she should be allowed to compete as a female.

On March 22, 2016, Jeska entered the UK Athletics office in Birmingham with three large kitchen knives (one 12cm, one 13cm, plus a bread knife reportedly not used in the attack, according to The Guardian) concealed in her backpack. She signed herself in at the front desk, and a receptionist escorted her to the 52-year-old Knibbs, the UK Athletics head of human resources. Jeska stabbed him in the head and neck -- the latter blow nicking his carotid artery and jugular vein, according to Wales Online -- before the former rugby star could respond. He did manage to grab her wrists, as two other men -- accountant Timothy Begley and finance director Kevan Taylor -- rushed to Knibbs' aid and were subsequently also wounded. It took half a dozen other workers to detain Jeska on the ground before authorities arrived.

Knibbs suffered a stroke during the attack that has left him with a permanent partial blindness and nerve damage.

Jeska, 41, ran for the Todmorden Harriers of West Yorkshire. She is a three-time winner of the English Championships series (2010-12) and also took top honors in the British Championships series in 2012. Fell running is sometimes known as hill or mountain running, with steep descents and ascents a primary characteristic of races. The sport overlaps with orienteering, and athletes must be able to navigate treacherous environments to finish first.

Her race results had been declared null and void early last year after Jeska failed to provide UK Athletics with relevant samples of her testosterone levels. The week before the attack, Knibbs had gone to visit Jeska at her home in Wales to discuss the issue.

In a statement released by West Midlands Police, Detective Sergeant Sally Olsen said: "We understand that Jeska had been asked to provide further evidence of hormone levels after historical complaints to UK Athletics that she had an unfair advantage competing in women's events because she had been born a man. The governing body's policy required the athlete to take a blood test but she took exception to this and feared being unable to compete.

"Jeska carried out a violent and unprovoked attack on a man whose sole objective was to enable her to compete.

"She will now have plenty of time behind bars to contemplate the devastating consequences of her actions."
