ICC is basically controlled by the BCCI, soo....The ICC have a demerit points system for grounds with poor pitches. If they get too many demerit points in a rolling 5 year period they get banned as an international venue for 12 months. The MCG copped a couple of demerit points after last year's pitch.
There is a theoretical possibility that further demerit points will result in a ban, but I reckon they'll never have the guts to actually do it.

From memory the only real reason he managed to get a ton of wickets despite getting belted was that Ponting was at risk of being suspended for a slow over rate.Krejza and Doherty worse then beer.
Casson about level with beer. Casson had loads of potential but was too self doubting. As soon as a batsmen got on top he dropped his head and it reflected in some of the horror days he has had at (his one) test, first class and grade level.
I know krejza took 8 and 4 against India but he bowled like a pigs ass, and had 3/200 at one stage in the first dig. He used to get belted around in Sydney grade cricket including once by yours truly. Trust me, he sucks.
But the worst spinners we picked through that period were Steve Smith and Cameron white. But neither should've been picked as spinners and that was massive selection mistakes. Obviously things came good with Smith.
Doherty easily the worst ACTUAL spinner picked through that period. Honestly, if he came to a strong Sydney club between 2005 and 2015 - say Bankstown, Sydney Uni or St George - I reckon he plays mostly second grade.
All the above being said, Michael Beer was the most bizaare selection of the spinners. So your original point is correct.

It was revealed on Friday that match referee Ranjan Madugalle rated the pitch used for the second Domain Test at Perth Stadium as 'average', the lowest pass mark provided by the ICC when they assess the pitch and outfield of Test grounds.
Most likely marked down for the variable bounce, resulting in numerous ball strikes and player injuries.Look, it wasn't a great pitch, but I don't think it was so bad to deserve demerit points.
It didn't get demerits, and wasn't marked down because it was good for bowlers. It was marked down entirely for the nature of the wildly inconsistent bounce, which existed on the first day - if it was variable on the last that's good, but to be there from the beginning, not so much.
