Yep, it's poor management. They know that the ODI series falls in the middle of the BBL and should know that signing those players would be a risk. I guess the Strikers are the same with Carey, Head and Stanlake but, with no Head in the ODI team, he comes back to the Strikers.Probably a squad issue. Surely you need to not have too many players that will likely be picked.

But who would expect Handscomb?
Anyway could be worse, could have thrown everything at 2 internationals who can only play half the tournament leaving your team with no quality batsmen...
You mean the Thunder?
We have another batsman coming from NZ.
Handscomb was unlucky but Zampa, Maxwell and Stoinis aren’t surprises
No problem with that. The Heat can play a couple games on the Gold Coast. Stars/Renegades can play a couple games in Geelong, Ballarat and Bendigo.Cricket Australia insisted that each team play one of the "home" games at an alternative venue in order to spread the game to regional centres that don't have a team.

Sixers/Thunders - Canberra, Newcastle, Central Coast, Wollongong
Strikers - Alice Springs
Hurricanes - Launceston
Scorchers - ???
So even Adelaide only moved 1 game? So much for all teams had to play their extra 2 games elsewhere...
