Australia's Liberal Government has signed a confidential memorandum of understanding with China (Victoria's isn't confidential) but for some reason they're not getting communist insults hurled at them. Right wing media and their dopey audience want to s**t on Labor but really don't care about the prospective contracts let alone have an ability to explain what they don't like about them. I assume it's not human rights related as the party they vote for jettisoned that quite a while ago.

The federal agreement remains confidential because it's a convention of international relations not to release an agreement without the consent of both parties, and China hasn't consented.

The speculation is that the deal inked with the Federal government is not very favourable to China, and they don't want it released in case other countries demand similar concessions.

That would also explain why China is so keen on doing an end-run around the agreement by negotiating directly with states like Victoria.

Best not to get involved with China. Don't think you can "manage the relationship", it will turn sour and abusive. This is what they do, it is their nature.
