For Brown he's not trying to time waste its just his routine.
But yes, this is exploitable, take 30 seconds, and take another 15-20 on your run up, I think this could be very easily tightened up, you've got a set time, maybe 35/40 seconds to take the shot or its play on. That's more than enough.
Late in games players are sitting there and watching the clock then run in, that's purely time wasting.
