Could the cats technically claim Ben Cousins under the new father son ballot process in this years National draft, giving them rights to him if they chose?

Cousins has already been in the system, so no.

The F/S rule is only applicable on players who have not yet been registered on an AFL list before.

Not to mention that Bryan Cousins played only 67 matches, meaning that Ben, regardless of everything else, wouldn't qualify now. It was 50 when Ben started but 100 now.

on top of that the club has come out and said they wouldn't take him anyways.

Poor diddums. It's amazing, all he had to do was not screw his career up and he wouldn't be in this position.
