Allg, I don't think you understood what this means. Those that are part of the SFA are very common with this rules
Basicly what it means, that because squads have been submitted for the season, a team can only sign a player 24hrs after thy have posted in this thread. It gives all teams the ability to go after the player before they are signed.

The Half Back should know this already.
