The argument is that Sydney and Melbourne are the biggest markets so get the biggest Tests. This overlooks a couple of things when it comes to Sydney:
1. CA really only care about TV figures, let's be honest
2. The SCG only has a capacity of 48 000, so even if they want to maximise attendance they aren't going to get as many tickets sold
3. The number of refunds for rained out days also bites into that
4. Attendance in other cities would also get the boost of school holidays that the NY Test has, so total population is less relevant
5. Sydney would probably sell better than Perth or Brisbane for a non-school holidays Test, because of that larger population. If you assume 1-2% of any city is prepared to attend a Test in November/early December, the larger cities will naturally have more in raw numbers. If this percentage goes up to 5% in January, it's irrelevant to SCG attendance as the smaller capacity has already locked people out.

So we lose Salt and Strikers lose Rashid to the SA league. Who would have thought 5 years ago that BBL lose players to an SA league
