China is not into free trade at all they manipulate their currency and restrict trade. They steal IP and they work well outside the WTO.

You've adopted Trump's basic premise as the truth, Tintenfische, and it's not. There's your first category error. Because your premise is flawed and therefore not rational, it's not possible to give a rational solution to a problem as defined by Trump.
First, China does steal technology but so do other countries including the United States (Google included). Which country do you think invented the jet plane and the very first nuclear bombs? Hint: It wasn't the US, although it gained access under a very one-sided treaty which still is in force.
Second, most developing countries and a fair number of developed ones attempt to have technology transfer as part of major industrial-economic programs. This, by the way, includes the US.
And third, it's not about China. Trump and Navarro have exactly the same attitude toward Mexico, Canada, South Korea, Japan and the EU.
This is America First, as defined by an economic illiterate and functional moron. It has nothing to do with specific countries in Asia, North America or Europe and Trump is not seeking specific remedies.
He is seeking a mythical Golden Age, where the US can export freely to any country in the world on advantageous terms, (just see the propose Brexit deal by the US) but not accept any such free trade in return.
This is not even Colbertism. This is gun-boat trade diplomacy, last seen in the Opium Wars.
But to answer your question, the answer is to remove Trump, and go back to the old world order where rules matter again and where the WTO is available for any disputes and remedies.
This system was working well, shown by the way the whole global economy including the US was prospering. Trump is not the solution. Trump is the problem.
