The only thing it'd really change is the one kicking out has to kick to self then do the exact same strategy they'd do anyway if they could just leave the square?
I don't get the point of this at all.

Except there is a clear benefit to clear the ball further away. Prior to this teams would keep the ball in the forward half too easily. Just because that hasn't fixed all the game's problems by itsekf doesn't mean there isnt a benefit. You are only telling 10% of the story.
In terms of scoring it is a clear negative.
Scores only happen when the ball is close to goal. Moving it further from goal does not improve scoring.

Furthermore, making defending more difficult doesn't disincentivise teams from doing it. It just means they have to spend more time working on it to achieve the same results. Time that could be spent working on attacking methods.
