Not sure who this player wearing number 23 is, but the opponent is legendary Saints forward Bill Mohr. Footscray had a few number 23 players during Mohr's time, so I can't pinpoint who it is precisely.

It may well prove a fruitless task to identify the player in the photo, but I have discovered the following:

Roy THOMPSON 1926 to 1929 did not play against Mohr when he wore number 23
Peter HANNAN 1933 to 1933 did not play against St Kilda
Clarrie SHIELDS 1935 to 1937 did not play against St Kilda in 1935, the only season he wore number 23
Vince HAMILTON 1935 to 1935 did not play against St Kilda
Frank SPILLING 1933 to 1936 did not play against St Kilda in 1936, the only season he wore number 23
Dick CHIRGWIN 1940 to 1940 did not play against St Kilda
Frank KELLY 1941 to 1944 Mohr did not play against Footscray in 1941 and then retired

So this narrows it down to six possible players

This is a photo of the Footscray team lining up against Geelong in round 2, 1952 as the Cats unfurl their 1951 premiership pennant. Most of the Footscray players here are wearing long sleeves. Using the team lineup as posted on AFL Tables (https://afltables.com/afl/stats/games/1952/070919520426.html) and if my eyesight is accurate, I believe the players wearing long sleeves in this picture, from left to right are:
Frank McRae (number 16), Dick Wearmouth (33), Herb Henderson (25), Alby Linton (23), John Barrett (14), Brian Gilmore (34), Roy Harper (10), Alan Martin (19), Don Ross (9), Ted Whitten (3), Roger Duffy (7), Merv Laffey (12), Jack Collins (2), Jim Gallagher (24) and Wally Donald (22).
