Under the old system, but as far as I'm aware, under the new system, the club which is willing to give up the highest draft pick gets him (i.e. WC thinks he's worth a first round, but we're only willing to offer a 2nd round). I'm guessing if both clubs think him worth the same DP, then he chooses where he wants to go.

its a bit of both.

i think its for some reason both blues and wc say want to give a 1st round pick, or both a 2nd round etc he will be able to choose
