The difference is that Rayner is at an age where he's still years away from even entering what should be his prime years (ages 25-29), and has the scope and pedigree (being a star junior and former #1 draft pick) to still improve much further. When Hannan was Rayner's age, he was still a VAFA player.

Hannan is in the middle of what should be his prime years, appears to be going backwards and has struggled to be a first choice player in a MOR side over the past couple of seasons (15 of a possible 39 games in 2019-2020). He's probably as good as he'll ever be, and unlikely to improve much going forward. What Hannan may have done in 2017-2018 as a 23-24 year old isn't really relevant to 2021 and beyond. He's perfect delisting fodder. NFI why the Bulldogs feel he's worthy of targeting for a multi-year deal, beyond the "romance" of having played for their VFL side once upon a time. Really isn't going to add much.
