Of course.

Why?

One of the oldest motives in the book, to shut her up. She knew too much about too many important people. She had affairs with both JFK and RFK and was deeply involved with the mob (thanks to the wannabe gangster Frank Sinatra) and Hoover had files on her relating to her marriage to Arthur Miller (a commie) and her current squeeze (at the time of her death), Mexican national Jose Bolaños who was a film-maker and supposed commie as well. He eventually used the Kennedy affairs and tapes (Monroe's house was bugged) of RFK in her house on the day of her death arguing with her to blackmail the Kennedys as he knew Jack was planning to sack him in the lead-up to the 1964 election. Monroe was not an idiot but she was irrational and highly strung (probably bipolar) and she was furious about the way that the brothers had treated her and was making a lot of noise about it.

Fair enough. I doubt it very much somehow. Everyone close to government knew about Jack Kennedy, and as much as she is adored and worshipped posthumously, she just wasn't that important.

One of the first things Kennedy did upon election was retain Hoover's services; doubt very much he was suddenly going to change that after re-election.

Hoover despised the Kennedys, he was thrilled when Jack was killed and had the dirt on LBJ who then made Hoover director of the FBI for life. It isn't a matter of Monroe being "important" but rather a potential time-bomb, an unstable one at that.
