It is easy to pass the buck on outsourcing but outsourcing doesn't pass responsibility.

Unfortunately government departments fail to have sufficient management and or project management skills. You need these skills in organisations to sit over the top of contractors to assess skills, costs and gant chants.

A basic rule of outsourcing is to choose a contracting firm that:
- has done the same or similar project in the past (demonstration of expertise);
- that the project is big enough to be meaningful and potentially bankrupt the company if it goes wrong;
- that way you are talking to the boss and the A-team
- talk to him what you want and AVOID procurement teams. All that happens here is lawyers talking to lawyers and the scope shifts from outcome design to a blame game.

Applying these rules to IBM; would a $10m deal make an ounce of difference to IBM? Would the head of IBM role out the A-team? Would government have the balls to close the procurement division?

Unfortunately governments are all about "cover your arse" and as a result failure is the only possible outcome.

One of the common criticisms I hear is how far down the tree that politicians and their spinners stick their noses in

well that is just ordinary at best.

Strategy sure...........but operations is a no no. Politicians must respect the executive.
