As much as this discussion doesn't quite match the thread title, some good points being made. I agree with all of them.
Craig has not rebuilt the team
Our most important players are mostly the same as they were when he took over.
True.

The majority of the team was on the list but not in the side, or not in the list when he took over.

So the argument is mostly about your definition of "rebuild", and the relative importance of quality vs quantity.
My opinion is to lean marginally to the "has rebuilt" side. Up until a couple of years ago there was no reason to move aside players who were still in AA contention.
However in the last year or two I think he has erred by not handing the keys to the next generation, which is the final step in a genuine rebuild of the team he inherited.
