Because the Vita is Wifi you don't need a plan. If you get the 3G model, you would need some form of plan (although it wouldn't be enough to use for full games anyway).

All you'll do is connect the Vita to a wifi source and download the games like you would to a home console.

Yes. All games that are 'free' via PS+ expire when your sub runs out.
