Fourth Police alleged that there was INSUFFICIENT (ie. not NO) admissible evidence to proceed (could just be because the alleged victim cannot make a formal statement).

Why would they? The level of bastardry at Elite Private Schools is well known, it's also why most aren't really questioning whether a product of that same environment could have done what was alleged in this case. Publicly they're just trying to protect a member of their club, privately they don't seriously question the veracity of the victims claim.
