The essence of clickbait is that it is designed to attract attention and entice people to follow the link but is deceptive, sensationalised and/or misleading.

The Fairfax headline and the opening sentence of the article were both fake.

The Department of Home Affairs did not suggest using face scans to confirm people's age before they watch online pornography and to restrict access to gambling sites. They just provided a submission to the Social Policy and Legal Affairs Committee with fairly bland references to the relevant national guidelines and technical services that they can assist with on identity verification.

The worst part about the DHA submission is they suggest all the data will be available to private companies. It sounds a bit melodramatic but boy are we getting to a point where the government collects data to sell for big companies to use against us.

How many of the government contracted semi autonomous jobs agencies share centrelink's data with extragovernmental agents? How much of that data - phone numbers, addresses - is then passed onto lists for literally anyone to take who is interested?
