There's a pretty clear strategy among all the government officials they've interviewed to spread the blame over as many people, departments and decisions as possible.

They are deliberately making it hard to put the blame on anyone, to protect them all

So pulling this altogether.....

The pre-existing pandemic plan had the CMO (Brett Sutton) in charge.

When the actual pandemic came along, the Health Department didn't implement that plan because Brett Sutton was too busy, and in fact they appointed two bureaucrats as the job-share State Controllers.

But even though Brett Sutton had been specifically made not in charge, the people who were actually in charge believed that he was in charge.

It's a global pandemic, a once every 100 years occurrence. Mistakes were bound to be made. Just wish they'd own their mistakes and move forward.

The better question is what did they actually get right?

Not much it seems, it's a monumental balls up from start and only Jesus h Christ knows when it will end, because sure as Hell Comrade Dan and his untrustworthy acolytes haven't got a clue.

Sort of yes, sort of no.

In 2009 we had a Royal Commission into the 100 year occurrence Black Saturday. The report said:

"In the Commission’s view, a disaster of the scale of 7 February will always put pressure on organisational processes and structures. in this case it highlighted serious deficiencies in top-level leadership as a result of divided responsibilities, and the operational response was hindered by differences between agencies’ systems, processes and procedures."

So we had the same problem them. To specifically make sure it could never happen again Victoria undertook a comprehensive planning process. One of the plans was a pandemic plan, which had the CMO to be in charge etc etc etc as per my earlier post.

When the next 100 year event came along, 10 years later, instead of rolling out the plan, they scrapped it and did the opposite. OK, may be there was a reason - but they did it in such a way that no-one knew who was in charge.

Hundreds of people have died. If there was a big Corporate that had that many deaths on a worksite people would be calling for the CEO to be charged with Industrial Manslaughter, and to go to jail for a long time. "They meant well/tried hard" doesn't cut it.

42,000 people lost their jobs in Melbourne since the second lock down began. Think about that... you almost fill Adelaide Oval and all those people are now unemployed because of botched quarantine governance.

You couldn't make this up, no-one would believe you. We hired guards who for religious reasons wouldn't use hand sanitiser at the quarantine hotels. Wild guesses: were they sent home, do you think, or would that have been an infringement of their rights and they were allowed to keep going?

The Age today: "[Former deputy chief health officer] Dr van Diemen had earlier warned that the hotel quarantine program was being run as a “logistics or compliance exercise” rather than a health program, meaning she “lost the opportunity” to know if infection control measures, including the use of protective gear, were adhered to in the hotels."

If you suggest that maybe the lockdown went further than it needed to there's a pile-on from the Danstanders about the importance of following medical advice and listening to the science. I hope they apply the same standard here. The quarantine process was run without appropriate input from the CMO or Deputy CMO. The modelling for the roadmap was done by architects and road safety experts.

Maybe they’ve given in and are designing a secret road so everyone can get the “f” out of Vico.
