Exact wording here:Yes it is or they would've stated that in the wording.

PM statement to the House of Commons on roadmap for easing lockdown restrictions in England: 22 February 2021
Prime Minister Boris Johnson made a statement to the House of Commons on the roadmap for easing lockdown restrictions in England.
www.gov.uk
"
Step 4 will begin no earlier than 21 June.
With appropriate mitigations, we will aim to remove all legal limits on social contact,
and on weddings and other life events.
We will re-open everything up to and including nightclubs,
and enable large events such as theatre performances above the limits of step 3, potentially using testing to reduce the risk of infection."
All of the previous Stages have numerical limits on social contacts - that's all that the roadmap plans to remove. Nothing about masks nor vaccine certificates etc.
It's disappointing because a true return to normal might persuade our government to aim for that since we often follow UK/US trends.
