It would have to be sectored and tailored to medical research/science/support industries, which would still require major fiscal, scientific and manpower resources. Funding would have to be diverted from other projects, i.e. Defence is usually the first to go in that respect. The one similarity between the two different emergencies would be the need to keep the primary industries going, people have to eat.
