Which is a catch 22 of a health emergency like this vs a war.

Given that most of the manufacturing sector will be locked in doors and unable to work.

It would have to be sectored and tailored to medical research/science/support industries, which would still require a major diversion of major fiscal, scientific and manpower resources. Funding would have to be diverted from other projects, i.e. Defence is usually the first to go in that respect.

The one major similarity between the two different emergencies would be the need to keep the primary industries going, people have to eat.

A half decent NMR instrument will set you back a couple of million bucks.

I broke a purge vessel and cost a lab 5k. If you can corner the market with a piece of scientific equipment you're laughing. Have some computer software that can be adapted with the times and you're laughing even harder. Just don't offer free trials...bastards will use 'runasdate'

The savage irony being that it was Australian researchers that developed Relenza.
The rates were not high to start with, no matter who is in office, with the exception of the Keating era. Historically speaking, the ALP have usually funded public R&D more, while the Liberals have encouraged private R&D.

The liberals have cut direct public funding, but have increased tax offsets and other incentives for private R&D. As you can see, private R&D accounts for a larger percentage of Australia's R&D and doesn't go too badly, but could be going better.

All R&D is expensive and has been since 1945 due to the high level technology requirements.
