I would suggest you are correct, percentage increase on wages, this is what happens in "real world" industrial instruments so I can't see why it wouldn't for an AFL one.
I doubt this will be the case. Players are not paid "wages", they negotiate contracts, for a set period of time.
So GWS can sign uncontracted players for 2 years not just one. Great. Hard to believe our very own Stephen Trigg had a hand in drafting these rules.
