By definition, he's worth that if he can reproduce his average from 2007.
However there are a lot of factors that have changed in 2008, not to mention a hamstring query a couple of weeks ago.

Easily if he doesn't get suspended or injured, which are generally the main faults. It's a gamble.

Judd was injured from about round 7 last year. Missed some games (I think, can't remember if he just battled through them all) and spent alot of time on the bench or in the forward line.
Cousins didn't come back till the end of the season.
Kerr still averaged the points needed to be priced at $640k+.
I agree that there are better options and I personally wouldn't spend that much on a midfielder but I don't subscribe to the bs theory that Kerr's output will drop due to Judd and Cousins not being there.
