It depends on the context.

In the context of the WAFL rules, no, he should not have been suspended, because he wasn't cited on the field, and it's diffcult to see how the umpire would have managed to catch that on the field.

If you're asking whether the WAFL should allow players to be cited based primarily on video evidence, that's a different question.

Nobody is going to suggest that, without factoring in any other issues, a guy shouldn't be suspended for elbowing a guy in the head.
