Russell (De Goey) has asked the panel to take into consideration the "noise outside" that has occurred since the incident when considering the punishment.

He says the publicity and commentary, when De Goey is already remorseful "adds to the punishment to some extent".

He says pleading guilty is worth 25 per cent reduction in penalty in other jurisdictions and should do so here – bringing the penalty from four weeks to three
