If we don't promote anyone from the rookie list, do we even have to delist? We traded 3 away, two retired, picked up two in trading, leaving 3 places on the list (now 2 with Brett Ebert picked up as our Rd 3 selection).

Delisting 8 players would put us way, way beyond that....there would be no reason to delist and redraft in such a scenario.
No way we'll delist eight. Maybe we'll have a total of eight less players on our list (including those already gone), but not 8 fresh ones.
