Its the crucible planet in your orbit view (to the right of Earth when you choose your destination.

It wasn't there to begin with I don't think. Around level 4 or 5 I went back to the tower and the ghost told me to go see some dude about crucible training. I did that then it appeared.

The Pulse Rifle is a beastly special weapon, love it.
