I always heard, until recently, that Carlton got the last of the priority picks as part of their salary cap penalty. Was this ever the case or has that gone out the window just like Carlton now being able to trade their priority pick?
 
OMH, that rumour is a crock of ****...Carlton get the 2nd pick in the draft.

Teams are required to free up 3 spaces on their list. So 3 x 16 = 48, plus the 3 priority picks = 51 picks in the draft.

After that it comes down to who creates extra draft-picks by delisting players.

If team A creates 10 slots it will have 10 draft picks, if team B creates 4 slots it will have 4 picks. Because of this the later rounds get squished-up. In this example team A will have a 5th round pick, but team B won't. The lalter rounds often only have 5 teams left in them, so the picks aren't 15 apart anymore.

Last year Carlton had picks 60, 72, 79 and 84. You can see how they squish up. Also with many teams passing there are many picks which aren't taken. It meant that Carlton actually ended up with choices 58, 68, 69 and 70.

This year a minimum list size has been introduced so there will be fewer passes, but still expect many clubs to have one pass.
