There have been a number of drug cheats kicked off the games, even some medal winners. I suspect for every athlete caught at least one other does not get caught.
They are unable to test for all banned substances and even if blood testing was being done there would still be some that are untestable.
So should we just acknowledge all winners who test negative to current testing as being clean? They have met all the regulations by which they currently compete under and have won. If they are subsequently found to have been doped to the eyeballs with an as yet untestable yet banned drug should they be stripped of their medals and the history books?? If so, how long before we can truly say they were clean?
Should there be a time limit an the retrospective re-allocation of medals? Take the Raelene Boyle case as an example. She was a silver medalist at two games and it is now widely accepted and admitted by one of the gold medalists that the East Germans in particular were cheating with drugs.
She has not been awarded a retrospective gold medal for two reasons. There were no regulations covering drug cheats at the time therefore no testing was done. There is no formal time limit on stripping cheats of their medals even if they admit to it.
