The laws of the game say otherwise. It's a foul against the player that deliberately obstructs his opponent with the ball not within playing range. Not to mention the use of arms to hold off an opponent - also stated in the LOTG as a foul.

It's quite telling that you cannot cite the laws of the game to back up your incorrect assessment.

For me it was potentially dangerous, but more on the side of careless/reckless.

You could probably fit 4 or 5 of the categories of a direct free in there - charges, jumps at, pushes, strikes or attempts to strike, maybe tackles or challenges. He does also impede the player with contact.
