Two incidents. Milner should have been sent off twice. First one for denying a goal scoring opportunity and then for the 2nd yellow.
It wasn't anywhere near denying a goalscoring opportunity. He was out near the corner of the box and went down at the slightest nudge
There's your contact. Certainly not the most obvious of goalscoring opportunities out near the corner of the box and Matip on the inside of him.
He then got back up, was about to shoot and seeing the difficult angle flopped again while appealing for the pen. This is where he decides to go down, classic outstretched arms and note Milner isn't touching him at all.
It's also telling that later in the second half when he thought he was about to push the ball past Allison he didn't go down with more significant contact from an 86 year old Milner chasing him. Obviously because he thought he was about to beat Allison and score.
The second incident yeah Milner should have got a yellow but this referee let plenty go all match long (including a foul on a Liverpool player in the buildup to the incident you claimed as a red card). So not surprising that he let Milner have one last chance and also gave Bernardo Silva the same leeway for his foul on Salah that prevented him getting past the City defence on the right wing.
