I can't believe I am saying this but I agree with David King and what he proposed a few years ago about clubs who have not been in the finals the longest getting advantages in the draft.

So a club that has not been in the finals 5 years or so, gets an extra pick after the first round or something like that.

Don’t we already have this, called priority picks?

No, King's idea was to help all clubs that have been outside of the 8 for some time, not just the basket cases.
