When I did a year at college in the US there was this guy who had some form of disability and he ended up being an amazing NFL player. He use to basically hang around the team handing out water and all the jocks would give him grief. One day he got his chance and never looked back.

I think if you are genuinely interested it's ok to bring it up. But you'd want follow up questions or experiences from friends or reading or something you can share.
Otherwise you come across as a gawking tourist.
And like any other conversation with someone you don't know well, some tact and an ability to tell if they are not really happy to talk about it (and subsequently backing off) goes without saying.

I know this isn't any great insight that normal people aren't aware of but she really is a shit stain on humanity.
Not wanting to derail the thread, but she's basically figured out:
Say some outrageous shit on a regular basis to keep up publicity.
Maintain that ~ 10% of primary vote level.
Collect the payment per vote you get, plus senator salary.
Running the country, well that's a secondary thing.
The media love it. There are smart, hard working, reasonable politicians. But they are too boring for the media to care.
