That's to beg the question of the 'speed of light' thesis being true though.

The so-called 'because it's expanding very slowly' argument, reminds one of the evolutionary blurb of 'because it occurs over eons of time'.

It doesn't actually explain anything, other than to act as an 'out' for a hole in the thesis.....Quantum physicists & theoretical scientists in general, fail rather badly at philosophical theorems.
Is there anything you actually do believe is true or is everything unknowable mysteries and hogwash?

It is the job of the philosopher to question the underlying presuppositions that reside both beneath & behind any theorem....It's otherwise known as Epistemology/Metaphysics....The 2 pillars of all human knowledge, & the foundations of Philosophy itself....It's a journo's job to do the same thing for any government or corporation, whose power is a principal existential threat to the community at large.... But these days those journo's are thrown in jail for casting light into shadow. In what's otherwise characterised nowadays as 'That's classified'.....A nice inversion of logic if ever there was one.

These 2 disciplines inform the core of a free & open society....They are also the key to a Healthy & inquisitive Scepticism on the part of any adult citizen.

So riddle me this then....If the universe is either in a state of constant expansion or contraction, then how come Hayley's Comet comes around the same time every 76 years?

Lets not confuse limited human ability of perception of galactical movement, with the actual limits of the universe itself.....This is sheer best guess work.
Universe expanding means that the distance between galaxies is increasing (although some galaxies can form a cluster that sticks together). The orbital distances of planets and other bodies from their home star barely vary at all over time (taking elliptical orbits into account).

The distances between stars within a galaxy also remain fairly constant as far as I know.
