An Anglican Church investigation has found former governor-general Peter Hollingworth committed misconduct by knowingly allowing paedophiles to remain in the church when he was Brisbane archbishop, but is "fit for ministry" if he apologises to two victim-survivors.

A second Anglican Church investigation probing former governor-general Peter Hollingworth's handling of child abuse during his tenure as Archbishop of Brisbane in the 1990s, has been held in secret.

The ABC understands the latest investigation has examined whether Dr Hollingworth may have breached Victoria's reportable conduct scheme.

Last week, the church's professional standards board found Dr Hollingworth had engaged in misconduct when he was Archbishop of Brisbane.

In one incident, Dr Hollingworth allowed paedophile priest John Elliot to remain in the ministry despite knowing Elliot had sexually abused children.

Despite the damning findings, the church's tribunal found that Dr Hollingworth was still fit to hold holy orders as long as he apologised to the complainants.

What he did he now acknowledges was wrong. It was decades ago under framework of different value systems where there was perhaps misplaced forgiveness. It was investigated and his actions scrutinized and judged. it's too easy to judge people now and misdirect the blame for the abuse to someone like him who was on the periphery to it but not the abuser. No good comes from destroying them when the true focus must always be the abuser who committed the crime

It wasn't that long ago, it was the 90s. Child sexual abuse was not acceptable in any way in Australia in the 1990s and if one knew it was occurring, one would report the perpetrator to the police unless one was a pedo sympathiser.

what utter poppycock, facilitating rock spiders was no more acceptable 30 years ago than it is now

to say someone who protected paedophiles and consequently knowingly put children in harm's way was 'on the periphery' is complete nonsense - if anything this sort of bloodless self-interest to sell his flock down the river makes him just as culpable as the degenerates he enabled
