The only reason the stewards called it a racing incident is because it happened Lap 1 and Stroll was to the left of Dan. Without that Dan would have been wearing the blame because Albon is entitled to space at that point.

It never matters when they pit Verstappen, so they can't get it wrong because he can never be held up. Track position then becomes irrelevent. Today for example Lando's early undercut was huge, but it really means nothing when you can pass so easy on a track that used to be difficult.
