Looking at the overhead view it seems the end is the only stand. So maybe the only place to put staff.

Because of the houses. It's surrounded by them. I'm sure the cops have made sure they aren't allowed people into them, but the regular support bubble BS + Actual people who live there will be watching.

There were thousands in close proximity in the crosby streets just to see the team bus go by. Not much social distancing going on.

Regarding your comment, of course it's a slap in the face but what are they going to do? arrest everyone? It's the same with the anti-lockdown protests that were started by the nutter butters of the alt-right who believe masks are there to strangle you and take away your oxygen.
