The league it was inspired by baseball, where you keep the ball because unlike cricket it gets replaced every 2-3 pitches anyway.

It's a nothing burger but I guess it means if it does get caught it the balls doesn't soften up as quickly

The more interesting bit is that they're supposedly toughening penalties for slow over rates but they say that every year.

Maybe calculate it over the season so if you exceed 5 overs, then you get docked 1 point, which could be make or break for finals qualification.

I reckon people won't know it's the first over only and keep the ball at any time, then its causes issues and delays with the game.

for 150 years people know to throw the ball back. just keep it simple. Give the kids a free cap or something.
The umps have quick access to a box of replacement balls, there's one genuine catch in a handful of games each season, I say catch ball, keep ball, but if you drop it, it goes back.
 
Oooh - they could mush some sponsorship into it as well. "one handed catch when wearing your special Sportsbet t-shirt gives you a share of $1m over the summer".
