Is there a perk to increase shotgun damage like there is for rifles and pistols?

I believe Rifleman will work on shotguns as long as they aren't automatic

Apparently rifleman works for most 2 handed guns that aren't automatic (and don't fall into the big guns category like miniguns, rocket launchers and the like)

So It affects Double Barrel shotguns, Combat Shotguns, Combat Rifles, Sniper Rifles, Laser Rifles, Plasma Rifles, Gauss Rifle etc.

Just don't make em auto, or you need commando

Has anyone worked out if and at what level point you max out of all SPECIAL and Perks?

Good question. There are 70 different perks, many with several levels (up to 5). There's 229 in all. But you'd need to max out the special first. You get 28 points to start with, so you need to add another 42 level ups to max them all to 10.

So if you found zero bobbleheads/magazines you could level up 271 times before maxing out. Obviously lower if you level up certain specials with bobbleheads.

A mate of mine posted this elsewhere.

The maximum level (hilariously) is 65,535, which is obviously a software limitation (2^16-1). So plenty of room for filling out the Perks.
You'd need to amass 161,062,092,801 xp to get there though.

It really is. I have a fully modded combat shotgun from a legendary drop, and it has explosive bullets. Started putting points in Rifleman last night and it is insane. 2 shotted a legendary Mirelurk Hunter, no VATS.

Yeah I got a legendary combat last night, already had the advanced receiver on it (or whatever the highest is). Does something like 145 damage. Measly double barrel only does 114.

Have a 10mm with explosive bullets. 50 damage and rips through lower level opponents. Plus the unlimited 10mm ammo makes it my go to indoors at the stay of each battle.
