Suppose you wanted China to stop vetoing official UN war against Syria, how would you get them to do it? How would you force them to join you in isolating Russia as Syria's only security council ally?
If it were me, and I were evil, I'd be tempted to strongarm them by funding/inciting separatist extremists to cause anarchy within China, knowing that this is (along with the shadow banking and property bubble the country is facing) one of the ruling party's biggest challenges - keeping the country together.
I'd even be tempted to abduct a plane and use the old carrot and stick approach: You back away from Syria and we magically find the lost plane in some remote part of Vietnam, passengers dehydrated and shocked but safe, or you don't back away and we suddenly find a whole heap of rubble in some remote place in Vietnam, every one of the passengers dead.

The US State Department placed the ETIM on its list of terrorist organisations in 2002, in exchange for Chinese support for the US-led invasion of Afghanistan.
The CIA undoubtedly has connections to the ETIM and other armed Uighur groups, however, going back to the 1980s when it funded a covert war inside Afghanistan to oust the Soviet-backed regime. The ETIM had linkages to Al Qaeda, which was a CIA conduit for Islamist fighters to join the anti-Soviet jihad.
