Tax on football department spend was an initiative brought in by AFL.
Hasn’t worked as far as I know.

I know we’ve never wanted to pay it. Look what we’ve got ffs.

If we overshot the limit and got some real operators in the seats like Balme etc it might make a huge difference.

Has any club been taxed yet or is it all hush hush.

Only a couple of Clubs have gone over the soft cap, in recent years. and in 2018 it believed no club has exceeded the soft cap
The Pently are. as followed
Clubs that exceed the football department cap will pay the AFL the lesser of $1 million or 37.5% of the excess, and repeat offenders will pay the lesser of 75% of the excess or $2 million.
Also if you go over the cap don't expect to funds from the AFL
What has happened is a few clubs have restructured the coaching departments and football spending.
There are only about 7 clubs in the green zone for funding the rest get extra funding from the AFL.

From the link you provided it looks like the tax has been increased to 100% by the AFL
www.theage.com.au/sport/afl/afl-freeze-on-footy-department-cap-20180830-p500ut.html

The AFL intends to place another freeze on the football department cap that limits club spending for 2019, and is pondering a long-term halt to any increases in football expenditure.

AFL sources confirmed that the league was considering a freeze on the football department cap of up to four years, in what would be a contentious move that would face some opposition from wealthy clubs that have already been curtailed in their spending.

The soft cap is $9.5 million in 2018, not including the separately capped player payments of $13.6 million (including club marketing deals). The AFL view, as put to the clubs, is that the soft cap – which requires clubs to pay a 100 per cent tax if they exceed the limit– has created a more equal competition than in the days before its introduction in 2015. Fairfax Media believes that no club is exceeding the cap in 2018.

I reckon there should be a fixed cap and overspending should result in real punishments, like loss of premiership points or loss of draft picks.

Then again I think the salary cap should include all payments that players get, including the third party deals. It’s a waste of time if clubs can effectively organise payments for players outside of it. That might actually create the level playing field the VFL pretend they want though, so won’t happen.

I think once you start trying to restrict what a player can earn outside of direct football payments is when you'll find the players taking the AFL to court.
