The real answer is that words make it into the filter mostly due to practical reasons rather than because of any set rationale or philosophy. Even if a word has an alternative innocuous use, if it's mostly used for stuff that breaks the rules (e.g. abuse, spam) it's easier to put it in the filter than mod every instance.

That said, the filter has had a bit of tinkering since the changeover and this stuff isn't set in stone. Chiefy is the court of appeal.
