Nah, thats not quite right.

Whilst is has become a cult phrase for pot smokers it originated with the Californian Police force.

4:20 is a police radio code, it signifies that someone is using marijuana in public.

RVD never hid his marijuana use from anyone, hence why the WWF refused to sign him for so long.

One day a dude in the audience held up a 'RVD 4:20' sign, as was the ECW way, RVD saw it and really popped bigtime for it.

From that day on ECW embraced it, even using it on some of their merchandise.
