while I appreciate the sentiment it will be hard to be consistent regarding the deliberate rule and the high contact one (with consistency being an issue)

I like the third man up change.

Good luck with the rushed behind rule. Have to a brave umpire to ever call that one when every commentator and coach then goes on to have a crack at you, let alone the fans. But geez I wish they would. Seems simple: adjudicate it in exactly the same way as the deliberate out of bounds.

Cant make head or tail of what they want to do with the high tackle but maybe it is that if a tackle starts fair and then slides up because of the action of the tackled player, its no free. If so, good oh.
