Adipose tissue (body fat) has a density of about 916mg/mL, skeletal muscle about 1060mg/mL. Water pretty much sits bang in the middle. So 15% (a bit less than 4/5ths) is roughly the difference. Doesn't sound like a lot, but when people compare weight for fitness reasons generally about 10% of body weight fluctuation is as far as it goes, so fat vs muscle can be a significant factor.
