Is it a good idea or not?

I tend to think it means that extra time is played even more defensively: teams are more likely to take a risk and try to score goals if at least they have a chance of getting back in the game if it backfires.

Are there any stats on the effect of the change of rule?
 
I don't like it.

No-one wants to be the player who makes the mistake that lets the other team score, so the majority of the 30 minutes is dull and usually scoreless.

And then you go to the penalties, which I think is even worse, but necessary when you have a limited time frame.

I'd prefer a full 30 minutes - give the other side a chance to come back.
